Tax Commissioner Arthur Roth to speak at Council's annual Conference on Taxation

Arthur Roth, Commissioner of the state Department of Taxation and Finance, will be a featured speaker at The Business Council's annual Conference on State Taxation June 20-22 at the Sheraton in Saratoga Springs.

Advance registration for this popular annual conference is strongly encouraged, said Ellen Muir, director of conference development for The Business Council.

Roth will give the keynote address at lunch at noon Wednesday, June 21.

The conference this year will address a number of important tax law changes to be enacted as a result of state budget agreement reached this week, including:

  • The repeal of the state's gross receipts tax (GRT) on energy for businesses, to be effective retroactive to Jan. 1 for manufacturers and to be phased out over four years for other businesses.
  • The conversion of the state's energy utilities to a corporate income tax, a related change expected as a result of the new state budget.
  • The favorable change in how the securities industry allocates its receipts for tax purposes, from the address of the firm to the address of the customer.
  • The status of the state's gas importation privilege tax, which is being phased out over the next four years.

The Business Council began sponsoring this annual conference in 1984, and it has become the top seminar of its kind, said Rich Scwarz, The Business Council's tax counsel.

The purpose of the conference is to tax professionals from the business sector an opportunity to network with the technical and policy experts who write and implement state tax laws. The agenda includes formal presentations on technical aspects of tax law and ample opportunities for networking.

The Business Council conducts this conference in collaboration with the state Department of Taxation and Finance.
