Mr. Loughney is Chair of the Couch White’s Energy practice group. For more than 30 years, he has concentrated on providing advice to clients on energy-related transactional, regulatory and litigation matters. He regularly appears before the State of New York Public Service Commission and the Federal Energy Regulatory Commission, including utility rate proceedings and generic policy rulemakings.
Bob works primarily with consumers to address a myriad of energy supply and delivery-related issues. He has negotiated energy supply contracts between developers and customers, as well as other related agreements including easements, lease arrangements and asset purchase agreements. In addition, he has represented developers in negotiations with equipment suppliers and utilities. Bob also works with commercial and industrial energy consumers on a range of issues such as renewable energy power purchase agreements, electricity and gas supply agreements with energy supply companies, interconnection agreements for on-site generation and storage agreements, upgrades for electric delivery service, gas pipeline extension agreements, negotiation of standby rates, storage agreements, power buyback agreements, tariff and rate reviews and dispute resolution, operations and maintenance agreements and flexible rate agreements.
