Andrew Rein is President of the Citizens Budget Commission, a 90 year-old nonpartisan, nonprofit think tank and watchdog focused on improving the finances, policies and operations of New York City and New York State government. Under Rein’s leadership, CBC has spearheaded the successful effort to create a NYC Rainy Day Fund, pushed forth strategies to manage the City and State budgets during the pandemic and recession, identified operating efficiencies that would structurally balance the MTA budget, and been a leading voice in NYCHA's Chelsea-Fulton Working Group, garnering resident acceptance of alternative capital financing. Rein has over 25 years’ experience catalyzing constructive change in public and social finances and services as a leader in premier nonprofit and public organizations. Rein served as Associate Director of the U.S. Centers for Disease Control and Prevention, Executive Deputy Commissioner/Chief Operating Officer of the NYC Health Department, Senior Vice President for Strategy of both EmblemHealth and NYU Lutheran and Senior Policy Advisor to the NYC Schools Chancellor. He has a BA in Philosophy from Tufts University and an MS in Urban Policy Analysis and Management from the New School’s Milano School.
