Business Council President Kenneth Adams held a series
of meetings with Governor Spitzer, legislative leaders and
key Capitol staffers this week to push the Council's top
priorities on energy and other economic development issues,
and to express concern about a number of potential last-minute
proposals that could hurt the state's competitiveness

Proposals to require employers to offer paid family leave
would increase New York's already high job-creation
costs, the Council told lawmakers during a Senate Labor
Committee Hearing.
In June 5 legislative testimony, Tom Minnick, the Council's
specialist in labor policy, told state legislators that
the Council opposes any proposals to require employers to
offer paid family leave, especially if they would use the
state's employer-funded disability system to give paid benefits
to employees who are not disabled
ALBANY—The Business Council today joined many other business associations
and groups representing New York's agriculture sector and construction
industry in urging Governor Eliot Spitzer and state legislators to reform
once and for all New York's infamous "Scaffold Law

New York spends more per pupil in schools than any other
state, and its per-pupil spending is 62 percent above the
national average, data released May 24 by the U.S. Census
Bureau show.
The data, for 2004-2005, show that New York's per-pupil
spending was $14,119, compared to the national average of
$8,701

ALBANY—New York State's per capita state and local tax burden
in 2005 was the highest in the nation, according to a new analysis by
the Public Policy Institute.
The Institute analyzed state and local finance data provided by the Census
Bureau. The numbers, which covered the 2004-2005 fiscal year, showed that
New York's per-capita state and local tax burden was the highest
in the nation at $5,770 – 56 percent above the national average
of $3,699 and 7 percent above the next highest per capita burden in Connecticut

director of the New York State Foundation for Science, Technology
and Innovation (NYSTAR).
