The Business Council's successful effort to save businesses $420 million in their 1998 unemployment insurance (UI) taxes may have boosted membership. In the first quarter, new member enrollment increased over 80 percent compared to the same period in 1997, he said. Widespread publicity about the pre-pay initiative probably played a key role in the increase, he added. In late 1997, The Business Council urged businesses to pre-pay 1998 UI taxes to push the state's UI fund above $930 million and trigger a rate decrease for all employers.Businesses ranging from bakeries to Fortune 500 corporations pre-paid more than $171 million, reducing all employers' UI tax rates. Perlee urged members to refer other companies that are potential members. "Referrals are a key part of our membership drive just as they are in any sales effort".
