E.J. McMahon is a writer and public policy analyst who has been a close observer of New York State government for more than four decades—starting as newspaper reporter in the early 1980s, and continuing as communications director of The Business Council and research director of its Public Policy Institute from 1985 through 1990. As director of the Assembly Republican Ways & Means staff in the early 1990s, he drafted the personal income tax reform plan that was the basis for the historic tax cuts ultimately enacted under Governor George E. Pataki. His other government roles included a stint as deputy commissioner in the state Department of Taxation and Finance.

Over the past 40 years, McMahon has produced dozens of major research studies on topics including public pension reform, collective bargaining, population migration, transportation options, budget trends, and tax policy in New York. He also has written numerous op-ed columns and articles for publications including the New York Post, the Wall Street Journal, The New York Times, Public Interest, the New York Daily News, Newsday and City Journal.  McMahon has been affiliated since 2000 with the Manhattan Institute for Policy Research, where he is an adjunct fellow. He also formerly was associated with the Empire Center for Public Policy, an independent non-profit think tank, which he founded as a project of the Manhattan Institute in 2005.
