Vlad serves as NYSERDA’s Director for Policy & Analysis. In this role, he is charged with policy development efforts to advance the State’s energy goals, including continued provision of abundant, affordable energy and ensuring continued progress toward clean energy targets. He is responsible for analysis focused on reliability, workforce, emissions, air quality, energy costs, and more. Vlad leads cornerstone energy planning, market intelligence, and emergency preparedness activities that include the development of the current State Energy Plan and its associated Pathways Analysis, serving as a leading contributor to the 2022 Scoping Plan, and ongoing activities pertaining the Clean Air Initiative, New York’s economywide cap-and-invest program. Prior to joining NYSERDA in 2021, he was a policy advocate in Washington State, where he helped draft and enact that state’s cap-and-invest, clean fuels standard, and clean electricity policies.
