Frank is currently serving as the Vice President, Market Segment Leader, for CHA Consulting after a thirty-five year utility career with Central Hudson, Con Edison and Orange and Rockland Utilities (O&R). Frank is responsible for leading the growth of the utility market segment across all relevant business lines and positioning the company for future overall growth. Areas of focus include engineering and design services for electric and gas transmission and distribution, asset management, project and construction management, renewable energy development, and clean energy transition strategies.

 

Prior to CHA, Frank was the Vice President – Operations for O&R. He served as Vice President for O&R’s two utility subsidiaries: Orange and Rockland (NY), and Rockland Electric Company (NJ). He was also President of two non-regulated O&R subsidiaries, Clove Development and ORDEVCO, Inc.

 

Frank was involved in all facets of the operations of the electric and gas energy systems including project and program management, emergency response planning and execution, labor relations, and program and budget development. Frank also oversaw the development of corporate policy, particularly associated with the New Jersey and New York clean energy mandates. In this role the development, implementation and execution of projects and programs to advance the State’s clean energy requirements were directed.

 

Frank has an MBA from Marist College, a Bachelor of Science from Clarkson University and has completed the Executive Education Program at the Wharton Business School. Frank is also a certified Project Management Professional (PMP) and resides in Tuxedo, NY.
