Andrew S. Rein is President of the Citizens Budget Commission, a 93 year-old nonpartisan, nonprofit think tank and watchdog focused on improving the finances, policies, and operations of New York City and New York State government. Under Rein’s leadership, CBC has spearheaded the successful effort to create a NYC Rainy Day Fund; identified efficiencies to balance the MTA budget; recommended policies to boost housing production and improve land use decisions; identified operating and capital solvency strategies for the NYC Housing Authority; conducted two editions of the most in-depth survey of New Yorkers assessment of quality of life, services, and public safety; and released the Competitive NYC Dashboard.

Rein has over 25 years’ experience catalyzing constructive change in public and social finances and services as a leader in premier nonprofit and public organizations. Rein served as Associate Director of the U.S. Centers for Disease Control and Prevention, Executive Deputy Commissioner/Chief Operating Officer of the NYC Health Department, Senior Vice President for Strategy of both EmblemHealth and NYU Lutheran and Senior Policy Advisor to the NYC Schools Chancellor. He has a BA in Philosophy from Tufts University and an MS in Urban Policy Analysis and Management from the New School’s Milano School.
