ALBANY, N.Y.—The 2015 New York State legislative session was a mostly positive one for business. Both the budget and end-of-session negotiations produced pro-business reforms, and we avoided any significant, adverse legislation receiving two-house passage. The end of session negotiations produced a four-year extension of the state’s real property tax cap, as well as positive bills addressing workers’ compensation issues, improvements in the state’s contract procurement procedures, and rules governing commercial insurance markets
