Secretary, Ways and Means Committee

Philip Fields is currently appointed by the Speaker of the New York State Assembly as the Secretary of the Assembly Ways and Means Committee. Mr. Fields has served with the New York Assembly for more than three decades in various capacities. Mr. Fields served as a budget director, deputy fiscal director, and senior transportation analyst of the Ways and Means Committee. Prior to that, Mr. Fields served as an analyst to the Real Property Taxation Committee, and the Committee on Corporation, Authorities and Commissions.


Mr. Fields volunteers as a board member of the New York State Deferred Compensation Board, Broadview Federal Credit Union, Chair of Broadview Federal Credit Union Supervisory Committee, Chair of the Broadview Nominating Committee, Capital Region Youth Tennis Foundation, Schenectady County Historical Society, and various organizations, and community and cultural groups.
Mr. Fields was previously elected to the Schenectady County Legislature and served as Deputy Chair of the Legislature, Chair of Rules Committee and Chair of Ways and Means Committee.


Mr. Fields earned a Bachelor’s Degree and a Master’s Degree in Economics from the University at Albany.
