Kenny Burgos is the inaugural CEO of the New York Apartment Association, representing a diverse network of housing providers who own and manage hundreds of thousands of rent-stabilized homes across the New York City region. Under his leadership, NYAA works to strengthen the city’s rental housing system by improving government operations, advocating for fair and functional regulations, and advancing better housing policy statewide.

Before joining NYAA, Kenny served in the New York State Assembly, where he led major housing initiatives, including reforming rent-stabilization laws to encourage the renovation of long-vacant apartments and expanding housing tax credits for families in need. He previously worked in the New York City Council, shaping budgets that invested in affordable housing and supported renters facing hardship.

Born and raised in the Bronx, Kenny understands firsthand the challenges facing both renters and small housing providers. His family ran a small business, giving him a deep appreciation for the economic pressures shaping local communities. A graduate of the Bronx High School of Science and the University at Albany, he brings both policy expertise and a lifelong commitment to public service.

As CEO of NYAA, Kenny is focused on rebuilding New York’s housing ecosystem, including bringing thousands of long-vacant stabilized units back online, expanding and improving rental vouchers, reforming the city’s inequitable property tax system, tackling rising insurance costs, and advancing programs that stabilize tenants and prevent eviction. He lives in the Bronx with his wife, son, and two dogs.
