Rich Barlette serves as Constellation’s Director of State Government Affairs in New York, overseeing the company’s state and local governmental, political, and regulatory engagements. Constellation’s New York portfolio consists of 3,300 megawatts of emission-free nuclear generation as well as distributed generation, electric vehicle charging infrastructure, energy efficiency, renewable and commodity product offerings.

Mr. Barlette holds positions on the Executive Committee of the Independent Power Producers of New York (IPPNY) and acts as the New York Chair for the Retail Energy Supply Association, where he directs the association’s political and regulatory efforts to foster vibrant and sustainable competitive retail energy markets for residential, commercial, and industrial customers. Additionally, he is a board member of CenterStateCEO, Central New York’s chief business and economic development organization.

Before joining Constellation, Mr. Barlette was Senior Manager of External Affairs at NYISO, responsible for government relations, community engagement, customer service, and shared governance. His role included positioning NYISO as the authoritative source for energy information and serving as an independent technical resource for state policymakers.

Prior to his time at NYISO beginning in 2008, Mr. Barlette managed New York regulatory affairs for Reliant Energy. He began his career in the energy sector at the New York State Energy Research and Development Authority (NYSERDA), where he administered all aspects of a statewide commercial and industrial energy efficiency program, supporting incentive-based efficiency measures.

Mr. Barlette is a graduate of Hobart College, holding a Bachelor of Arts degree in architectural studies.
