David Sterman, a longtime executive in the state Department of Environmental Conservation (DEC) and a former director of environmental affairs for The Business Council, has been named acting president of the state Environmental Facilities Corporation (EFC).
Sterman has been serving as vice president EFC, a multi-service organization that helps communities and businesses with environmental needs. EFC manages billions of dollars in low-cost loans and grants. He replaces Terry Agriss, who has taken a position in private industry.
Before joining EFC in September 1997, he was DEC deputy commissioner of environmental quality and remediation, overseeing the divisions of air resources, water, solid and hazardous materials, and the environmental remediation and pollution prevention unit.
Before joining state government, he was The Council's specialist in environmental issues in the early 1980s.
