Mr. Murtha has more than 45 years of experience involving multi-media, multi-regulatory programs across all facets of environmental permitting (air, water, waste) for capital development projects. Mr. Murtha has been assisting his clients with compliance strategies and support services associated with Clean Air Act and Clean Water Act permitting and compliance. Mr. Murtha has routinely participated in and managed EHS Compliance Audits, and Environmental Due Diligence Assessments during financial transactions. He has been a guest speaker at various workshops and seminars on environmental compliance strategies and permitting. His experience includes ambient, stack and fugitive emissions measurement, water resources management, site investigation and remediation, and biological field studies. He has authored or co-authored more than a dozen CLCPA Analyses for his New York State clients – for permit modifications and renewals, and new facility development projects. His experience also includes preparation of one of the first DEC-approved Public Participation Plans under CP-29 (in 2006) and has authored and implemented enhanced Public Participation Plans (ePPPs) for his clients in accordance with the CLCPA requirements.
