New York State has never empaneled the NYS Health Care Quality and Cost Containment Commission, established in statute in 2007, meant to analyze the impact on health-insurance costs of proposed legislative mandates.  Thus far the Legislature introduced the following bills that would impose new unfunded mandates:

A.490 (Paulin), Enacts "Hannah's law"; requires certain insurance policies to include coverage for the cost of enteral formulas for the treatment of eosinophilic disorders.

A.712 (Rosenthal), Requires all insurance policies to provide a certain amount of coverage for hearing aids.

A.888 (Lifton), Provides for health insurance coverage for family members of children who require psychiatric or psychological services.

A.941 (Kellner), Provides lifetime, premium-free insurance through the Healthy NY program to a person who donates a kidney during the course of his or her lifetime.

A.962 (Kellner), Provides that persons with clotting protein deficiencies who are otherwise eligible for certain health insurance programs shall have access to reimbursement for certain treatments.

A.973 (Kellner), Relates to the payment of medical malpractice insurance premiums and creates the health care access protection fund.

A.978 (Kellner), Requires blanket health insurance policies to provide coverage for outpatient treatment by mental health practitioners.

A.1009 (Weprin), Provides for increased podiatry care and benefits under accident and health insurance policies.

S.1049 (Maziarz) / A.6496 (Jacobs), Requires insurance coverage under health insurance plans for diagnosis and treatment of craniofacial disorder; provides a referral from a health care provider under contract with the policy may be required.

A.1136 (Cahill), Provides for eligibility for coverage under the New York state health insurance program for after-adopted children of unremarried spouses of deceased employees.

A.1476 (Colton), Provides for health insurance coverage for loss or damage to prosthetic limb.

A.2269 (Cymbrowitz), Provides insurance coverage for diagnostic screening for colorectal cancer.

A.4466 (Gottfried), Relates to certain prohibitions in contracts or agreements by health maintenance organizations.

A.4546 (DenDekker), Requires health insurance coverage for clinical laboratory services if a covered health care provider directs a specimen to be sent to an out-of-network laboratory or refers a patient to an out-of-network laboratory for clinical laboratory services.

A.4629 (Curran), Requires health insurers covering surgery to cover all expenses incurred in connection with autologous blood transfusions.

A.5116 (Curran), Relates to coverage of primary and preventive obstetric and gynecological care.

A.5207 (Titone), Requires all insurance policies and medical assistance to provide coverage for medically necessary hearing aids for children under 16 years of age.

A.6449 (Morelle), Relates to the mandatory health insurance coverage of cleft lip and cleft palate.

S.272 (Larkin), Requires coverage for anesthesia and hospital charges for dental care.

S.297 (Diaz), Provides that municipalities must provide substance and alcohol abuse counseling and treatment for police officers.

S.541 (Kennedy) / A.4978 (Thiele), Requires health insurers to provide coverage for long term medical care for Lyme disease and other tick borne related pathogens.

S.889 (Parker), Provides for health insurance coverage for nutritional care provided through licensed nutritionists.

S.1049 (Maziarz), Requires insurance coverage for craniofacial disorders.

S.1580 (Parker), Requires all insurance policies and medical assistance to provide coverage for medically necessary hearing aids for children under 16 years of age.

S.1778 (Carlucci) / A.5413 (Cusick), Includes post traumatic stress disorder among the biologically-based mental illness to be covered.

S.3096 (Parker) / A.5164 (Camara), Includes post traumatic stress disorder in the definition of biologically based mental illness for purposes of Timothy's law.

S.3321 (Hassel-Thompson) / A.5282 (Moya), Requires certain health insurance policies to include coverage for the cost of certain infant and baby formulas.

S.3478 (Gipson) / A.5174 (Cahill), Requires health insurers to provide coverage for long term medical care for Lyme disease and other tick borne related pathogens.

S.3737 (Addabbo), Prohibits limitations in health insurance contracts or policies with respect to massage therapy performed by a licensed massage therapist.

S.3974 (Carlucci) / A.537 (Abinanti), Relates to coverage for the screening, diagnosis and treatment of autism spectrum disorder.

S.3890 (Ball) / A.5917 (Ortiz), Requires health insurance policies to provide coverage for medically necessary care for the treatment of autism spectrum disorder.

S.3951 (Bonacic) / A.1103 (Gunther), Relates to mandatory health insurance coverage for providing prosthetic devices.
