LOCATION CHANGE - GAC Meeting and 2018 Legislative Reception

Please note that we have changed the location for our January 22 Government Affairs Committee meeting and our 2018 Legislators’ Reception. We will hold all of the events at the Albany Capital Center, at 55 Eagle Street, Albany, NY 12207.

The GAC meeting is 11am to 12:30pm, and will address the FY 2019 Executive Budget, state impact of and response to Federal tax reform, and pending changes in JCOPE lobby rules. All Business Council members are welcome to attend. We ask that participants pre-register here. This is the premier networking event for our members and we always have a large and diverse crowd of Board Members, general members, legislators and staff, and administration officials. Regulatory Update

JCOPE Modified Rules
The Joint Commission on Public Ethics has circulated amended versions of its new comprehensive lobby rules and its existing source of funding rules. JCOPE may vote on final versions of these rules as early as its next scheduled meeting on January 30, 2018. Key issues of interest include:

SLU Guidelines
The Business Council has submitted comments to the Workers’ Compensation Board for its November 22nd draft of the Impairment Guidelines. Permanent Impairment Guidelines must to be adopted by the WCB by January 1, 2018.

Senate Hearing on Scheduling Rules
The State Senate’s Commerce Committee and ARRC will be holding an invitation-only public hearing on the Department of Labor’s proposed rules for employee scheduling and call-in pay. The hearing will be January 4, 2018, at 10:00 a.m. in Hearing Room A of the Legislative Office Building, Albany, New York, and will focus on the rule’s potential economic impact. The Business Council will be participating. We have already received considerable input as we develop our formal comments on the Department’s rule. The SAPA comment period on these proposed regulations closes on January 8, 2018. Please contact Frank Kerbein to discuss the proposal or provide input.
