The Office of General Services has begun to phase out Bidder Notification System and beginning on July 1, 2014 OGS will provide notifications on bidding opportunities through the New York State Contract Reporter.
To receive OGS bidding opportunities on or after June 30, 2014 you must register for your free New York State Contract Reporter account at https://www.nyscr.ny.gov/.
*If you use BidLinx or a similar program to inform you of OGS bid notices you will need to register for the Contract Reporter because it does not share its information with bid-matching programs.
The Senate and Assembly passed the Service-Disabled Veteran-Owned Business Act on March 25; the bill has yet to be delivered to the Governor. The bill will create a new Division of Veteran Businesses within the Office of General Services to help such businesses grow and expand. To help meet that objective, the bill sets an annual state contracting goal with certified service-disabled veteran-owned business enterprises of 6 percent.

New regulations issued on March 24, 2014 by the Office of Federal Contract Compliance Programs (OFCCP) under Section 503 of the Rehabilotation Act of 1973 & the Vietnam Era Veteran’s Readjustment and Assistance Act will change the non-discrimination and affirmative action obligations of covered contractors and subcontractors. As part of the new regulations covered contractors will be required to establish an aspirational nationwide utilization (or hiring) goal of 7 percent for individuals with disabilities. Governor Andrew Cuomo announced Minority- and Women-Owned Business Enterprises (MWBE) Opportunities Expo events, hosted by New York State, in Western New York, the North Country, and Mid-Hudson regions. These one-stop-shopping workshops will directly connect certified firms with contractors and various New York State agencies to increase opportunities for business growth and job creation.
The first Opportunities Expo will take place on April 24 at the University at Buffalo’s Allen Hall.
