The Business Council Growth Agenda - Making New York Competitive Again
Here is a snapshot of our post-budget priorities:
Reduce Government Spending and Taxes; Promote Fiscal Reform
- Business Council supports passage of property tax cap
- Impose a State Spending Cap (limit annual increases in state spending)
- Support consolidation of local governments and services
- Reduce size and cost of the government workforce
- Adopt a hard hiring freeze for state and local agencies
- Reduce NYS debt and reform government borrowing practices
Support Economic Recovery and a Competitive Business Climate
1. Health Care/Health Insurance
- Reduce taxes and assessments that raise the cost of health insurance by reducing taxes and assessments that raise the cost of health insurance
- Promote more efficient health care delivery
- Reform Medicaid. Support framework for exchange which does not use Medicaid eligibility platform as the foundation
2. Energy
- Reduce the cost of energy in NYS
- Support nuclear power in New York, including Indian Point
- Support drilling for natural gas in the Marcellus Shale
- Support private sector investment in new electrical generation and transmission infrastructure
3. Labor and Employment
- Unemployment Insurance
- Complete permanent partial disability methodology
- Oppose new labor mandates, Paid Family Leave and Paid Sick Leave mandates
- Repeal the Wage Theft Protection Act of 2010
4. Economic Development
- Support the Wine Industry and Liquor Store Revitalization Act
- Create new incentives for:
- Capital investment in manufacturing and other priority sectors
- Inner-city/Downtown revitalization
- R&D tax credits for science and technology
- Privatization of state assets
5. Civil Justice Reform
- Labor Law 240 / 241
- Appeal Bond Caps
- Enact Medical Malpractice Reform
6. Financial Services
- Opposing expansion of the Martin Act
Support Small Business Growth
- Pursue new approaches to lower the cost of health insurance
- Tax relief
- Streamline regulations and reduce mandates
Respond to Federal Issues that Impact New York
