Comptroller McCall criticizes budget for expanding debt

Comptroller McCall released his analysis of Governor Pataki's proposed budget, criticizing the state's growing reliance on debt.

Under the Executive Budget, debt service would increase more than 40 percent over the next five years, the Comptroller said. He said eighty percent of capital spending would be financed by "backdoor" borrowing, a practice long criticized by The Business Council and others.
